Caroline grew up in the San Francisco bay area, attending college at UC Riverside and University of the Pacific, receiving a BA in Biology, and a Pharm.D (Doctor of Pharmacy), and is a Registered Pharmacist. She completed a Clinical Pharmacy residency at Pacific Presbyterian Medical Center in San Francisco in 1988. She worked as a clinical pharmacist at PPMC before moving to the Pajaro Valley in 1990 to develop a Clinical Pharmacy program at Watsonville Community Hospital. During her tenure, and eventually as the Director of Pharmacy Services, she worked with pharmacy, nursing and medical staff to improve communication and medication education, implemented a more effective medication distribution system, and collaborated with clinical staff in order to promote improved patient care and staff productivity. Caroline left pharmacy practice in 2000 to raise her young children and work with her husband John in their 6th generation family farm. With her interests in health care and opportunities as an employer to influence employee health, she has been a long supporter of comprehensive health care especially as it relates to employees in agriculture.

Caroline joined the Health Trust in 2006 and served on the Grants Review Committee, and as GRC Chair, Board Vice Chair and finally as Board Chair before her 8-year term ended in 2014. Her interests in improving access to care, promoting and supporting education and careers in health professions and promoting greater health and food security to our Pajaro Valley population still align with those of the Health Trust and prompted her to return to the Board in 2016 where she now serves on the GRC Committee as Co-Chair.   Caroline is also involved with various Farm Bureau and Agriculture programs, most recently the Down to Earth Women (DEW) luncheon which has raised nearly $500,000 in the past 10 years for scholarships and education programs for our Santa Cruz County students. When farming allows, she enjoys traveling, attending Porsche events with her husband, wine tasting and spending time with her family.


Frank Ravago, MD

Frank Ravago M.D. is an Internal Medicine physician who has been in solo practice in Watsonville since 1992. He grew up in Manila, Philippines and graduated from the University of the Philippines with a BS in Biology. He received his M.D. Degree at Far Eastern University, Institute of Medicine, and completed his internal medicine residency at Mercy Catholic Medical Center in Philadelphia, Pennsylvania. Dr. Ravago has been an active medical staff member in Watsonville Community Hospital since 1992 and served the medical staff as its Vice Chief of Staff, Chair of the Department of Medicine and Chair of Utilization Management Committee. He participated in the creation of the hospital’s myocardial infarction and stroke clinical pathway. He is currently serving as the Physician Adviser of Watsonville Community Hospital and Medical Director of Crestwood Rehabilitation Center (CRC). At the CRC, he is the primary physician responsible for the care and management of veterans, teens and homeless people who are suffering from mental impairment and drug/alcohol abuse.

Cristina Gamboa is a OBGYN physician and Director of Women’s Health at Salud Para La Gente, a federally qualified health center committed to providing comprehensive quality care regardless of ability to pay or insurance status. She completed her specialized training in OBGYN at the Kaiser Permanente Northern California Residency Program in San Francisco. She earned her medical degree at the University of Illinois in Chicago and her Bachelor of Science in Psychobiology from UCLA. She is a native of Visalia, a largely agricultural city located in the San Joaquin Valley, and comes from two generations of farmworkers. She is interested in assuring the services provided in the Parajo Valley and surrounding area match the needs of the community. Cristina enjoys volunteering abroad to perform surgery in Latin countries and as a volunteer doctor with a boxing club focused on at-risk youth.


David Mesa

David has been a member of the Pajaro Valley Health Trust Board of Directors since 2003 and has served as treasurer for at least six years during that time. In March 2012, David was one of six Jefferson Award Honorees recognized for his volunteer work in the community. In addition to the Health Trust, David has been instrumental in establishing Girls Incorporated of the Central Coast (GICC) as an independent non-profit organization. GICC provides education, health, and leadership development opportunities for girls 8 to 18 through a series of after school programs throughout Monterey County.  Finally, David volunteers with the United Way of Monterey County to provide free income tax services to the low income families in Monterey County through the VITA program. David retired from Monterey County in 2011 after completing 33 years in county government that also included San Benito and Napa counties. David’s career in Monterey County included working as a Budget Analyst in the Budget Division of the County Administrative Office, as the Finance Director for the County Health Department, and as General Accounting Division Manager of the Auditor/Controller’s Office.

Francisco Estrada is a native of the Pajaro Valley. After completing his graduate work at San Jose State University, Francisco spent the next few years working for the Santa Cruz County Office of Education helping to provide the youth in Watsonville with vocational opportunities through the Workforce Innovation and Opportunity Act grant and the Sueños Program.

In his role as Program Associate with the Health Trust, he will work closely with the Director of Programs in overseeing the collaboratives and the Diabetes Health Center. As a type-1 diabetic, Francisco is aware of the importance of promoting good health and bringing equity to the residents of the Pajaro Valley.


Annie Puckett

Annie completed her BA in Psychology at University of California Santa Cruz and her AA in Art History at Cabrillo College. She has experience in event planning, product purchasing and marketing, with her prior work experience including management in retail and optical customer service. Annie was born and raised in Watsonville, where she currently resides with her family.


Bruce Ziegelman

Bruce Ziegelman

Mr. Ziegelman brings over 30 years of experience in the accounting profession with experience in finance, internal controls, system implementation, construction and administration. Bruce has acted as Chief Financial Officer and Controller for various companies including: governmental, nonprofit, construction, real estate and private agencies.

His approach and philosophy is to work with the client, taking into account time constraints, staffing and structure. He enjoys collaborating with staff, anticipating needs and issues and presenting well researched solutions.

Christina received a BS in Nutrition and Clinical Dietetics at the University of California, Berkeley. She is also a Certified Diabetes Educator and a Certified Lactation Educator. She is currently using her knowledge to reach people at the Diabetes Health Center offering culturally competent Diabetes Prevention and Self-Management Education and Medical Nutrition Therapy.


Jacqueline Thompson

Jacqueline joined the Diabetes Health Center in 2003.  She has 25 years of experience as a nutrition educator, holds B.S. and M.S. degrees in Nutrition and is a registered dietitian. She is also a Certified Diabetes Educator, experienced in providing culturally appropriate Diabetes Self Management Education and Medical Nutrition Therapy to Latino families. Jackie is a graduate of the Institute for Functional Medicine (IFM) and the Integrative and Functional Nutrition Academy and specializes in integrative and functional nutrition. Jackie is also a certified holistic health coach, a medical exercise specialist and a certified group exercise instructor.
